Position Title: Head of Contract Operations (Government IDIQ Program)
Reports To: GM Dedrone Defense
Overview
We are seeking an experienced Head of Contract Operations to lead the execution of a large, multi-year Indefinite Delivery / Indefinite Quantity (IDIQ) government contract. This individual will oversee multiple task orders, subcontracts, and customer relationships across a complex, dynamic program environment. The role requires a combination of strategic leadership, operational excellence, and deep understanding of government contracting.
Key Responsibilities
Program Leadership & Delivery
- Serve as the overall lead for all contract activities, ensuring program objectives, deliverables, and compliance requirements are met across all task orders.
- Provide strategic direction and oversight of all project teams supporting government customers under the IDIQ vehicle.
- Develop and manage program execution frameworks to ensure consistent performance, reporting, and communication across all workstreams.
- Anticipate program risks and implement proactive mitigation and recovery plans.
- Act as the primary interface with senior government stakeholders, contracting officers, and contracting officer representatives (CORs).
Subcontract & Partner Management
- Oversee performance and compliance of all subcontractors and teaming partners.
- Ensure alignment of subcontract deliverables with overall contract objectives, including technical quality, cost, and schedule performance.
- Negotiate, monitor, and enforce subcontract agreements and performance metrics.
- Foster a collaborative environment that leverages the strengths of each partner organization.
Financial & Contract Management
- Lead all aspects of contract administration, including modifications, funding actions, and deliverables.
- Manage program budgeting, forecasting, and cost control, ensuring profitability and alignment with company objectives.
- Oversee accurate and timely invoicing, reporting, and Earned Value Management (EVM) where applicable.
- Ensure compliance with FAR, DFARS, and other applicable federal regulations.
Required Qualifications
- Bachelor's degree in Business Administration, Engineering, or related field (Master's preferred).
- 10-15+ years of experience in government contracting, with at least 5 years in a senior leadership role overseeing large, complex federal programs.
- Demonstrated success managing IDIQ, GWAC, or large multi-agency programs with multiple subcontractors and customers.
- Deep knowledge of FAR/DFARS, contract management, and government acquisition lifecycle.
- Proven ability to manage program P&L, schedules, and performance metrics.
- Exceptional communication, negotiation, and stakeholder management skills.
