SUMMARY: Under limited supervision, plans, manages and directs the operations and maintenance of the Authority’s surface water intake and conveyance system, water treatment plant, well systems, water transmission, water distribution, wastewater collection and conveyance system, wastewater treatment, biosolids disposal and wastewater disposal facilities. Directs the daily construction of wastewater collection, water distribution, and water transmission system improvements and extensions by subordinates. Responsible for operating all BJWSA facilities and projects in compliance with all local, state and federal regulations. Develops and implements the Authority’s short and long range capital improvements program to ensure the necessary facilities, water and wastewater, are in place to support the current and projected needs of the service area in accordance with BJWSA’s vision and Strategic Plan. Provides significant input in determining and implementing all Authority policy, procedures, strategic planning, and continuous improvement initiatives. Ensures work is performed safely, within budgetary limitations while providing high quality drinking water and environmentally sound wastewater treatment and disposal. Performs duties of the General Manager in the absence of the same as requested.
Duties include but are not limited to:
- Manages the operations of the water supply and treatment systems to consistently produce high quality drinking water at a competitive cost to meet the needs of BJWSA’s expanding growing service area. Manages the operations of the wastewater collection, conveyance, treatment and disposal systems to consistently provide environmentally sound treatment and disposal. Develops and implements programs and procedures to optimize safety, cost efficiency, performance and reliability in accordance with BJWSA’s Strategic Plan.
- Oversees the management of the maintenance and repair of all BJWSA facilities and equipment which includes administrative facilities, water plants, well systems, water storage facilities, water pump stations, water transmission and distribution piping and valves, as well as wastewater collection pumps and piping, wastewater treatment plants, biosolid processing, disposal systems, and treated wastewater effluent disposal systems. In conjunction with the Deputy General Manager, Finance & Administration, assists with the development and implementation of BJWSA’s asset management plan.
- Develops and oversees the Authority’s short and long range capital improvements program to ensure that the necessary facilities, water and wastewater, are in place to cost effectively support the current and projected needs of the service area in accordance with BJWSA’s Strategic Plan. Monitors the progress of the capital improvements programs.
- Directs the management, design, approval and construction of water and wastewater service connections and main extensions for residential and commercial customers.
- Works closely and collaboratively with all BJWSA stakeholders.
- Leads and promotes a culture of innovation, flexibility and quality.
- Performs various managerial duties and responsibilities to include coaching, delegation of work to subordinates, maintaining standards through the effective coordination of activities, allocating personnel, resolving employee problems, selecting new employees, providing recommendations and, at times, approval of transfers, promotions, disciplinary actions, discharges, and salary increases. Is responsible for the preparation and monitoring of all related budgets ensuring proper budgetary management principles are implemented.
- Ensures all water and wastewater facilities and systems are operated in accordance with local, state and federal regulations. Administers and oversees all NPDES and ND wastewater permits issued to the Authority and required modifications.
- Develops, reviews, and approves various agreements and contracts such as irrigation, development, construction, engineering, land purchase, materials purchase, etc. Provides technical assistance in the planning, development, and engineering of all Authority projects; coordinates and oversees all Authority initiated engineering and construction projects from the planning/design phase through construction.
- Serves as technical advisor to General Manager and develops strategies for project implementation as required.
- Prepares information for and attends various meetings with engineers, consultants, developers, regulatory agencies, various political entities, contractors, community groups, etc.
- Reviews and approves plant and process facilities engineering design plans and specifications to ensure proper design, good construction practice consistent with Authority construction guidelines, and ease of operation and maintenance.
- Reviews and approves engineering design plans and specifications for projects being developed by others for eventual Authority ownership to ensure proper design, good construction practices consistent with Authority construction guidelines, and ease of operation and maintenance. Acts as the Professional Engineer of record for BJWSA’s Delegated Review Program for water and wastewater system permitting.
- Provides technical guidance for the planning, development, design and construction of all water and wastewater facilities constructed by Authority personnel or private contractors.
- Assists with the development of the mapping programs and monitors the progress of the mapping system.
- Receives, reviews, prepares and processes various reports and documents to include capital project pay requests, water production reports, plant performance reports, budget reports, financial reports, construction progress reports, water sales versus production information, etc.
- Serves as a strong advocate for the customers and leads the organization with a mission critical evaluation of all decisions and how they can be made to positively impact the customer. Works collaboratively with the Customer Service Department in resolving billing, metering, and system capability questions, customer requests and complaints.
- Performs other duties as required within the scope of responsibility.

Prefer master’s degree in fields of study referenced. Must possess a solid understanding of water, wastewater operations, and maintenance operations.
CERTIFICATES, LICENSES, REGISTRATIONS: Must be a licensed Professional Engineer with the ability to obtain South Carolina registration through comity within one year. Must possess a valid driver's license.
